Joseph D. Thomas

Joe Thomas has over 40 years of administrative experience working in higher education settings.

Prior to joining CBO Partners®; in 2013, Joe served for 32 years at the University of Michigan. The most recent 20 years were in the Department of Psychiatry as the Chief Department Administrator as well as Administrative Director of the Comprehensive Depression Center(UMCDC). In these roles, Joe was responsible for directing the department administrative activities including including sponsored research programs, academic programs, faculty and staff appointments and personnel functions, outpatient clinics, revenue cycle, hospital activities, and community based programs (CMH).

Prior to Psychiatry, he served for 10 years in the same capacity in the Department of Pediatrics at the University of Michigan. Before moving to Michigan, Joe performed numerous research administrative roles at Oklahoma State University.

Joe has a strong background and experience of successful partnership with Department Chairs and others within the academic setting to set and reach departmental and system wide goals. Joe particularly enjoys partnering with the Chair and other department leaders to successfully recruit high quality faculty and to create an environment in which the faculty can excel.

Recent examples include partnering with the UMCDC Executive Director to develop and implement strategic plans for the Center and in the planning, construction and activation of a new ambulatory care and research facility for the Department and Depression Center.

Joe has been active on a national basis having served as President of the both the Association of Administrators in Academic Psychiatry and the Association of Administrators in Academic Pediatrics.

Joe earned a Bachelors Degree in Accounting at Oklahoma State University and a Masters Degree in Business and Eastern Michigan University.
